Global Rights Index 2026

THEME: Mobilising for socio, economic and political campaigns

TITLE: Global Rights Index 2026

PUBLISHED BY: International Trade Union Confederation (ITUC)

WHO IS THIS FOR:

The 13th edition of the ITUC Global Rights Index, the only annual global survey of workers’ rights violations, highlights growing threats to labour rights worldwide. In 2026, violations of free speech and assembly, violent attacks on workers, and attacks on civil liberties all increased significantly, reflecting a rise in the persecution of trade union leaders.

The report also warns that new technologies are increasingly being used to monitor and control workers, while fewer governments are engaging unions in meaningful consultation on labour law reforms.

Despite growing challenges, the labour movement remains the world’s largest democratic force, founded on collective action and solidarity. As democratic institutions come under increasing pressure, trade unions play a vital role not only in defending workers’ rights but also in protecting democracy itself. The report argues that by organising, bargaining and campaigning together, working people can resist the erosion of rights and freedoms and help build a fairer, more inclusive and democratic society. Educators, researchers, trade union leaders and grassroots activists will find this publication useful.
